Mandatory Circumcision--The Gleam in a Pederast's Eye

If, as the Washington Post reports, the governor of Texas has the authority to order mandatory vaccinations of prepubscent girls to prevent cervical cancer, couldn't another governor by the same reasoning order mandatory circumcisions of newborn boys to prevent AIDS? What if they make it mandatory and retroactive?
